[1969] 1969 list config : I vote 'aye' in favor of configuring for attachments

I'm in favor of configuring for attachments, since members do that a lot,
and aren't even aware when it gets scrubbed ~ that's caught me a few times
on VV, too.

I vote 'aye' in favor ...

Apparently this list isn't configured for attachments, if you folks would
like me to modify it to work like the other lists where Mailman strips the
attachment, stores it, and substitutes a link in the message, please let me
