[1969] Hard starting motor

[Wayne & Linda Sievers]

Had the 1966 or 1967 95 HP rebuilt. At first wouldn't start cold with many cranks of starter without a shot of starter fluid. Back to the shop where cracked gas line replaced, carbs and timing adjusted. Still hard starting unless a shot of starting fluid added. When engine is warm starts right up occasionally with a puff of blue smoke. 

Any ideas of what my mechanic should be doing or looking for?
