[FC] '62 Rampside Vent Window Restoration

I started to replace the weatherstrip on my vent windows. In the process I
took a better look at the paint. So, of course I decided to paint the vent
frame. Only one problem, I'm a bit of a perfectionist. I need some help in
deciding what and how to paint this item.
The interior of the division bar, the part with the stainless steel, is a very
glossy black the exterior is dull. The vent glass frame is painted all flat.
1) Do you know what type of paint was used?
2)What is the correct scheme for painting the vent frame and the exterior and
interior of the division bar?
