I had removed the bolts in the inner side side of the "frame."  I will check for the outer ones.

I'm not an expert, but have successfully remove the rear bumper from my 63
Rampside in 15 minutes. Yes, remove the obvious bolts. Remove grille, if you
have one. Then, you will see bolts on the "frame" pointing towards the outer
side of the vehicle. Remove these bolts; the bolts go through the bumper
brackets. Presto, the bumper brackets (and bumper) slide out.

Hope this works.
