[FC] Tune up specs

I always use the 13-31 rule.  31 degrees dwell, 13 degrees timing.
Gap at the points is unimportant if you can get 31 degrees dwell.
Then take it for a drive.  If it spark knocks, use better gas or
back the timing down to less than 13 degrees.
