Do not quote this as "Stock Is" because it may not be entirely correct:

All '61-'65  FC's with the standard trim package had a "flat" single color 
steering wheel with a simple center horn button/cap.

'61-'63 and '65 Deluxe trim models were fitted with a two-tone painted 
version of the flat wheel. The '65 deluxe FC's had a unique design horn 
ring. Did any of the '61-'63 deluxe trim also get fitted with a special 
horn ring?  There is currently a '61 Greenbrier with deluxe interior FS on 
eBay. It has a two-tone wheel but no special horn ring.

'64 deluxe FC's used a two-tone dished steering wheel and horn ring from 
the Monza car.
