[FC] splash

My '61 Rampy had no splash pan when I got it with 67,000 + miles on it. My brother was a professional auto body man. He loves GM stuff, but when he saw the "open" behind the bumper area where the wobble- stick shifter was exposed and all the cables ends (to say nothing of the heater ducts) he was surprised. I should have dragged out the assembly manual to look it up.
