Bryan:  You may be on the right track.  Just got off the phone with
Federal/Mogul tech rep.  He said improve the ground. (I'm grounding through
the mounting bracket bolt).  Also, voltage check under load, and finally,
put a high amperage load on the circuit (like a headlight!) for maybe 15
minutes.  Then check voltage at pump connections.  He felt there might be a
building resistance in the wiring.  A very analytical approach.

Perhaps a bad ground?  How does the voltage look with the pump running?
