[FC] NOS or used? Can't be both? On Ebay,it can

I have run into this problem when listing NOS items on Ebay. When you are 
 preparing the add to run,the listing asks if it is new or used. NOS is considered used if it is privatly owned. New they consider you a store or commercial seller. And the auction changes fees and final selling fees. So yes,it can be new,unused,old stock.And be "used".
