[NoVa-Corvairs] Urgent Help Needed - Lighting Problems

I need to get my lighting problem fixed in order to make the trip this  
weekend!  Here is the problem:  
 
1) When my headlights are on, my tail lights are brake light  strength and 
turn signals won't work.  (You can't see any difference  in the brightness when 
I hit the brakes)  
 
2) When my headlights are off, the brake lights are dim (tail light  
brightness) and the turn signals then work.
 
I have replaced the rear taillight lenses and all of the rear lights  are 
grounded to the lower bolt on the negative battery  terminal.
