Ron:

Some people clean and recoat the tanks themselves.  My neighbor was in
the restoring business.  He would flush out all the organic residue and
then rattle an old chain around inside to loosen up any rust.  Then he
would coat the inside with a purchased product.  I am not sure where he
got his coating material but Eastwood sell it.
