Curt,

Sounds like they are just trying to rent you their equipment.  U-Haul, one of the biggets chains, doesn't have that restriction. A friend of mine at work had a loaded U-Haul truck and towed a boat and their only concern was making sure the truck they rented him had the right size hitch ball to accomodate his boat trailer.  I checked with the U-Haul in Chantilly and they told me the same thing over the phone.  They said no problem, you can use your own dolly.  Hope this helps you.
