Dear Mr. Polachek,
Senator Herring has asked me to respond to your email to him. I
apologize for not getting back to you sooner. I found a bill from 2006,
House Bill 288, that was not acted upon last year that addressed antique
motor vehicles. It was not voted upon but instead studied through the
year and a new bill was introduced in the House of Delegates by Delegate
Daniel Marshall. It is House Bill 2465. Supposedly this bill took into
consideration the concerns of the auto hobbyist, like yourself. That
bill has passed the House of Delegates and is now awaiting consideration
in the Senate. Please review this bill at
http://leg1.state.va.us/cgi-bin/legp504.exe?ses=071&typ=bil&val=hb2465
I would be grateful if you let me know what you think of this bill.
Thank you for bringing this to my attention. Looking forward to
hearing from you and gaining your thoughts on this bill as it moves
through the Senate legislative process.

Respectfully,

Norm Gottlieb
Legislative Assistant
Senator Mark Herring

Message:

I urge you not to tighten the restrictions on the use of antique auto tags.
I both live on a farm and work on and collect old cars and trucks. My
youngest daughter, in college at UVA, still has her first car, a 1968 Chevy
Corvair. I own a '79 Ford F-150 and a '56 Chevy pickup. Antique tags are
the answer to a lot of problems for us, because we as a rule work on our
own cars, and often they sit for long periods with no use at all. The
inspection requirement would be over-burdensome, because we always inspect
and repair before an event or show, but often at the anniversary of an
official inspection the car, though not being used at all, might not pass
the inspection geared to new cars. Please do not take this action which
will adversely affect a lot of hobbyists for no gain or good for the
general public. I would love to know if the reason for this suggested bill
is some empirical evidence which has just arisen that antique autos are
suddenly causing or involved in more accidents. That is the only reason I
can think of for this effort. I do not believe that could be the case.
Thank you.
