It looks like they put back in at least some of the previous text.  Big 
things are that the vehicle must not have equipment defects and you 
have to have something with normal tags to drive regularly, and if you 
get busted you have to go to standard tags.  The alternate vehicle 
could even be a motorcycle, BTW.  The driving restrictions are pretty 
much the same as before.  This is one of those laws that got put it 
place because of a bunch of people who decided to duck the law, it 
annoys me but I knew it would happen eventually.
