All:

When I have been involved with our rallys and some I have done for the
AACA (Antique Auto Club of America) I had to run them 3 times. The first
time is to draft out the course and then shortly after you run it a
second time just to make sure you captured all the data you needed
correctly and to make any changes. Lastly, the rally master should rerun
the course a day or two before the event o make sure that VDOT did not
make any changes to the course or to signs. A lot of work even when the
rally is in your backyard.
