[NoVa-Corvairs] Possible Club Project Car

I think we'd need to plan on the following:

  - a place to do work and store the car inside.  It could change  
from time to time, but let's say six months at a stretch minimum.
  - at least a once a month work session in addition to our regular  
meeting.
  - someone in charge of a master plan.
  - someone to round up donations.
  - someone for marketing.

Bear in mind there are only three clubs doing the Vair Fair now (us,  
Tidewater, and Central).
