You could try to maintain a steady 60 mph between two mile posts on the highway. But I prefer the GPS.
Then you can make it indicate a little faster by reducing the spring tension on the back of the speedometer (yes, requires pulling the instrument cluster), or slower by putting more tension on it. If you take too much tension off, it will bounce more.
