Hi Paul,

Look a little more closely - there is a removable panel immediately behind the hood.  Behind that, and between the windshield, is a welded in section of the body.  The removable piece has the holes for the windshield wipers.  The welded in part has the studs for the trim clips.

I'm guessing you need the welded in part, it's a common rust area on lates.  That part is available from Clark's and it's not that expensive.  If you want to stop by I can show you the one Doug picked up for me for our '66.  You'll need to remove the windshield to install it.
