Shimmy or shake/vibration? 
Wheel balance is usually noticed by a vibration or shaking of the car, rear wheels cause an empty passenger seat to shake, etc. Today's balancing machines are good and quick, but only as good as the operator, and sometimes to not detect high speed problems. The non-detectable problems are often tread separation, although that is more often noted or felt slightly differently.

"Shimmys" are often alignment. Castor took close to 0º. Sets up a vibration like a shopping cart that has a bad wheel. Often will affect both front wheels at the same time. This is particularly noticeable if there is some where in the parts that allow that +4º castor (spec) get closer to 0º in certain conditions. Turn out the nuts on the strut rods to increase castor.

Positive castor is what keeps the car from loosing control in rough terrain or potholes. Negative lets it go where it wants. Straight up and down it juste vibrates and looks for direction.

Richard, I found my bad wheel when I replaced all my tires! I have to take my spare and will have to make it one of my primary wheels and use the unbalanced wheel as a spare. I feel your pain!
