I can have banners done through my business.  I can get a 3 x 6 all four sides hemmed and grommets ever 2 feet for $60.00 plus shipping. About 12 to 15 dollars.  I can help with artwork if you have something in mind.

A 3 x 5 banner from FedEx Office was about double that, as I recall.  Ron looked into a couple different style banners for the last Vair Fair, they were more than we wanted to spend at the time.  Also someone would have to do the artwork, that was just the printing costs.
