Yes, I'd put styrofoam blocks on the ex studs and put the rocker covers on finger tight.  Bubble wrap around the head then each in its own box.  Core two carb heads are worth $200 or so, I wouldn't overpay wildly for insurance going out, you really just need it coming back.  You didn't mention carrier, I've had good luck with FedEx and the Postal Service, I'd ship them with one of those.
