<VV> 66 steering coupler

I developed a lot of slop and a clicking noise in the steering coupling on 
my 66.  I've never taken on of these out before.  The manual says I need to 
drill a 1 1/8 hole through the splash shield behind the shock tower to get 
to the bolt and nut on the clamp.  Some how they got it in and tightened it 
down with out needing this access hole.  Does someone have another way or 
should I just drill the hole?
