Tom,
I recommend you use two primaries and two secondaries.  The use of two 
secondaries was designed for use in a dunebuggy or race car where idle below 1,000 
rpm is not a requirement.  For street use the use of secondaries works much 
better and allows you to get reliable idle down to 600 rpm.  It also saves gas 
mileage due to the need to feed only one set of idle circuits.  As an added 
benefit it make the tune-up of the carbs much easier.  IMHO
