<VV> Kick panel grille

Since 1965, I've wondered why the air vent grill tends to fit badly or not at all. My 68 came with one lug unconnected and was always threatening to fall off. I've generally had problems getting all the lugs to hook correctly. And once, even resorted to gluing one of the broken tabs. 
   I've recently reinstalled the panel on my 65 sedan and the grill refuses to hook up properly. Is the problem caused by the panel being distorted by being screwed too tightly to the underly sheet metal?  -ron 65,66
