No, it's not necessary to remove the heads.  Undo the rocker studs in pairs 
only and replace the "O" rings on those two tubes then re-torque those two 
rocker studs and repeat in pairs till completed.  No need to re-torque the top 
head nuts thus you eliminate to threat of pulling one of those studs.
