<VV> Lifter question

I have found this to be a symptom of a Pertronix with the pos. wire hooked
to the + side of the coil and not getting 12v. Could it be that simple?
The lifters are only going to work when fed with oil pressure, then they
essentially become solid lifters with an operating range for temperature
(expansion) compensation, something solid lifters can't do.
