I think the question is a good one and certainly not
ignorant. Just the opposite, the writer likely had
heard of the "fan belt toss" and that's what prompted
him to write about it.


I think we know the answer:
The design was good enough and there was not a "Cost
effective" improvement. They did tinker with design
and added the belt retainers in later years so we know
it was on the list as a problem area.
