^<VV> voltage regulator problem with "late model"

The first thing to check when a regulator problem isn't corrected by
swapping out a new one is to make *Sure* the regulator is grounded
properly.   The case-shell should be connected to chassis ground.   There
should be ZERO ohms resistance from the reg shell to the chassis.   Check
that first.
