Bruce:  I think you'll find rust beneath that flaky
paint.  I'd sand down to bare metal and prime it at
least.  The rust converter seems to work but it will
not be a smooth surface.  Rust converters are good on
things not in eyesight but they don't work on painted
exteriors.  Ernie
