My 2 cents.  If you have decent fluid then it could be your old, scored 
windshield.  I had the same problem on my '65 Corsa until I had the windshield 
replaced because 30 years (at the time) of wiper abrasion had left deep scores in 
the wiped area (wonderful driving into the sun--beautiful displays of diffused 
light--but couldn't see).  The wipers couldn't clear all the water in this 
area and even my own mix of wsw concentrate and distilled water would freeze in 
the worn areas.  The new windshield cleared that up.  If you have a good glass 
shop near by you might want to polish the worn areas first.

Has anybody found a solution to the problem of windshield washer fluid freezing on the windshield? (Short of actually warming the car up first, that is.) It drives me nuts- hit the washers on a cold winter morning to clean the glass, and ZAP! you can't see AT ALL through the layer of ice.  I thought that stuff was supposed to be good to 20 below, or something.
