I'm not entirely sure, but I think that some other division manufactured
the wheels and painted them.    

Any GM gurus know the whole deal with wheels?    Chrysler was having Kelsey
Hayes make some of their specialty wheels for them like the Magnum-500 and
"Demon" rally wheels etc.      Maybe GM did something similar...?
