M-D Building Products "Replaceable Cord Weatherstrip", Gray #71548.  It is a 
putty-style rope caulking, similar to the original material used by the 
General.  I've been using it for years (as in since the early 70s).  Comes in rolls; 
peel it off and place it by hand (er fingers).  Works well in all the places 
where body putty was originally used, not just the kick panel vents, but also 
in the rain trough under the windshield, and anywhere else hidden panels meet 
and water can try to find a way in.
