Do the lower shroud outlets have a rounded slot in one or both? Does the
summer/winter "shield"/flap have a slot in it as well? I found this stuff
and wonder if that is what it is for.

Wow a really low mileage stock engine. That is a rarity. I'd suggest that
you
keep it or sell it as such. It's valuable. If you are thinking of rebuilding
an engine, please do it to a worn one. Get a used 140 hp eng and then
rebuild
it with the mods you mentioned.
