Both Harry and Rusty are correct; Timing Allowances are accomodated in the
rules, and the route was laid out in such a manner that the train crossing
and the killer traffic light each appeared at the end point of timed legs
such that TAs weren't really needed.

However, a slightly better rally design will make the end points of the
timed legs a half-mile or so BEFORE things like the tracks and light,
rather than AT them, so that everyone has a better liklihood of recording a
"clean" time.  But I will not criticize the Lexington organizers for this
relatively small quibble in an otherwise very nice rally.
