I agree with Matt

But the cause could also be bad field coils in the starter.
Due to all the heat that a corvair engine produces vice what a water cooler does (ambient tempratures near the starter) The field coils do go bad. Result??? the Starter draws so many amps to turn over that you could hook up 2-3 new batteries in sequence and STILL not turn the engine over fast enough to catch. 

Remove starter and take to FLAPS to test
