You are confusing pop off valves with wastegates.
Pop off valves do indeed pop off pressure in the intake system and certainly 
should not pop off a fuel air mixture.
  Waste gates release pressure in the exhaust system via a controlled leak. 
The leak is controlled by a diaphram which senses pressure in the intake 
system. It only dumps exhaust, nor a fuel air mixture.
