I have no suggestion on what is wrong, but I do have a trouble shooting 
hint.

Wire a headlamp onto the fuse clips of the fuse that blows, using 
alligator jumper clips , wire, whatever works....

If the circuit is normal(not shorted) the lamp will be dim or not lit. 
When the short occours, the lamp will be normal brightness. This saves 
buying a lot of fuses when trying to trouble shoot intermittent shorts.

This is a variation on the old electricians trick of screwing a 100 watt 
light bulb into a fuse socket.
