<VV> Sticking E-brake cable

I've got an e-brake cable that sticks on the right side so the brakes are
constantly dragging. I've taken the brakes apart and excercised the cable
through the sleeve on the plate. I've sprayed PB Blaster, Creep, and
Brake Cleaner on the cable and down the sleeve. I've greased the thing
like mad and excercised it some more, and still the thing sticks. Do I
replace the cable or the sleeve? Or is something else causing this?
