Smitty says : Bill the spackle paint is latex which is water based and
slightly acid.  No way in H can you stack it deep enough to stop bleed
through as you are just paintig rust on the metal and then wetting it
again.  You need a good rust free surface to begin with.  Some people
believe in Por15.  Then you need a good bonding primer and then a solid
coat of automotive paint.  (Every time I have tried painting on Rustoleum
it has sluffed off)  Finally when the metal is protected you can put the
spatter paint on.
