The list for a streetable but better than stock turbo is good but I
changed or added in a few of my thoughts....

Performance Modified 65-66 carb with vacuum port (check with Blackhawk
Engineering)
(62-64 carb flows less CFM and restricts total boost)
electronic fuel pump with pressure regualtor
180 impeller/150 turbine wheel
Thermal barrier coat the outside of the turbine housing
Thermal barrier coat the inside of the exhaust ports & exhaust tubes
Thermal barrier coat INSIDE and OUTSIDE of exhaust logs and all exhaust
pipes
95 hp distributor
95 hp heads with bronze liners or bronze guides and stainless valves
weld up and mill quench area for optimum clearance
.030 over forged pistons/cut to lower CR from deck work (check piston
style to verify that octane cutting is adviseable)
HEI distributor
Boost induced/powered water injection (check with Warren LeVeque) 
Safeguard
NA vacuum advance
Deep finned oil pan with deep pick-up (run regular capacity of oil)
Synthetic oil
Make sure 12 plate cooler has AC side plates and is sealed well
Deflash heads to maximum air passage opening for cooling
Verify fan to top shroud clearances to maximize air flow
Seal top shroud and oil cooler shroud to minimize air leaks 
Failsafe cam gear and pinned crank gear to prevent slipping
Additional auxiliary oil cooler
Add oil temp gage
Add dual CHT gage
