The little black box is the regulator for the charging system.
The 2.2 volts is a little low at the coil. Something just less than 6 volt 
would be closer to normal. Rotate the engine while checking as the value 
changes as the points open and close. The condensor on the coil could be 
left off. It is an electronic "noise" suppressor. Take off the distributor 
cap and make sure the points are opening and closing. If not, that would be 
the source of the "no spark' condition.

If the car has been sitting for a while I would guess that the fuel line is 
clogged. You can get to a rubber splice, in the fuel line, behind the left 
wheel, under the car. You could connect a hose there and put it into a can 
of gas to bypass the fuel tank and forward lines.
