<VV> valve spring tension question

On the engine that I mentioned yesterday in my question about the bent
pushrods, I see that some of the springs have very little tension when the
valves are closed (lifter on base circle of cam).  I first noticed this when
I saw that the caps on top of a couple of the springs were not centered, and
found that I could move the spring under them with very little force.  Is
this normal?
