In general, Chuck, the answer will vary depending on the local laws, but 
buildings are usually considered taxable structures if they are "permanent" 
as opposed to temporary, and over a certain size (typically 10 x 10).  A 
"Cover-It" tent is temporary and not usually taxed (although it is often 
prohibited by zoning); a pole barn is a permanent building and taxed as such.
