I appreciate the comments.  More are welcome.  I guess the "permanence" is
the issue.  I would guess that sheds and pole barns are valued (for tax
purposes) far less than enclosed structures, since so many farms have them
for equipment.

In general, Chuck, the answer will vary depending on the local laws, but 
buildings are usually considered taxable structures if they are "permanent" 
as opposed to temporary, and over a certain size (typically 10 x 10
