Jim Burkhart who occasionally posts to this list has seen that carb.  It is 
on a desk art Delphi Electronics (formerly Rochester Carbs).  It's a huge 
conspiracy, the oil companies didn't want this carb to get on the market so 
of course the general hid it.  It must be some great carb as it can triple 
the energy  content of gas.
