Not entirely true - some of the wasted energy is kinetic -- turning the 
extra pulleys, overcoming friction, inertia, etc.  It is not unreasonable to 
assume a certain percentage of the energy used to turn the stock blower fan 
is wasted in this way.  Also, although the stock fan has inertial mass that 
must be set in motion, it lacks the efficiency of a better design, thus 
wasting horsepower.  Bottom line is to find the most efficient way to move 
the volume of air required to do the job, and no doubt the stock setup 
wastes some of its energy.

Previous estimates of why an electric fan cannot work have always been based 
on an assumption that it would have the same HP requirements as the stock 
setup.  If this is not true, then previous estimates need to be revised.
