Means Vacuum operated choke. Suffix C means mechanical choke as in 2GC. 
Leading number (if present) is the number of venturis, Following letter is 
carb type (H, M, G...), then choke type. Then there is the M2ME which is an 
emissions controlled version of the front half of a quadrajet with an 
electric choke. Gotta know how to speak Rochester.
