Bob, if Chevrolet says/said this, where did they say it? I think my
explanation may be consistent with yours (reference to the vacuum pull-off),
but I seem to recall Rochester literature giving the V-word as vented. H is
the series, of course. The secondary carbs on a 140 are Hes. The primaries
(on all) are HVs.

According to Chevrolet, the V stands for vacuum as in vacuum pull-off.
