The flat side of the nuts go down so as to keep the rocker balls from 
"tipping" from side to side.  Not that they are going to move very 
much in the first place, but they are subject to a fair amount of 
side-loading and the less they rock, the less they'll wear the stud 
and around the hole.  All the rocker motion should be between the 
rocker arm and the rocker ball, not the ball tipping from side to side...
