I would just take them to a shop and let them take the chrome off.  It
shouldn't even cost very much.  They have to go into an electrolytic acid
bath and have the plating process reversed.  After that they need to go into
another bath to have the acid neutralized and then they will go into a rinse
tank.

For miscellaneous car parts that need painting I've been having them electro
galvanized (zinc plated) but not passivated and immediately painted with
primer afterwards.  The process is inexpensive and will hopefully keep rust
at bay. This would probably work well for bumpers that are to be painted.

Is there a method of removing chrome from bumpers that can be done without 
taking it to a shop? I have chrome bumpers on my van with lousy chrome and
want to paint them.
